In reply to your letter of 23rd inst. which I received here this morning, I beg to state that owing to lack of funds I was obliged to commence my duties with the Glamorganshire Constabulary before your letter arrived.
have not, as I stated in a previous letter, received any pay or allowance from you since the 1st June inclusive. If you can grant the undermentioned privileges, I am prepared to resign my position with this Force and sail for Hong Kong on the first opportunity.

My full pay up to date as granted by Viscount Milner. A statement to the Chief Constable, Glamorganshire Police Headquarters, Canton, Cardiff, to the effect that my services are urgently required at Hong Kong, and asking for my immediate release from Duty. Should you be able to grant the above application, I should like my pay to be forwarded to this Station before I lewe, to enable me to pay my expenses to my home in North Wales.
I will then fill in and forward the passport to you.
